Why Crumina Civic

Built for public trust, not just public websites

Every capability below is platform-wide — shared by all modules, enforced in code, and included in every installation.

Accessibility you can't turn off

The brand color picker computes contrast live and rejects failing combinations. WCAG is enforced in code, not policy.

A real 360° constituent view

Every download, comment, subscription, and meeting signup lands on the right contact's timeline — zero manual data entry.

No vendor lock-in

Files and search run on your own server by default — or swap in S3, Google Drive, or Meilisearch without touching module code.

A full audit trail

Every sensitive action — contact edits, moderation calls, file access — is logged with actor, IP, and before/after state.

Secrets encrypted at rest

API keys, OAuth tokens, and service credentials are encrypted with libsodium — never stored as plaintext options.

Spam defense without a SaaS

Cloudflare Turnstile, honeypots, rate limiting, and profanity filtering combine on every public form — no moderation service required.

Deletion with a safety net

Every erasure workflow shows a dry-run count preview before anything is removed. Uninstalling a module never wipes data.

Self-service modules

Install, update, and activate every module from one admin screen — no server access, no developer on call.

Planned integrations

More ways to deliver timely public-service updates

These roadmap integrations will extend existing project, meeting, document, and feedback notifications. They are planned capabilities and are not part of the current MVP.

Planned

Transactional email delivery

Postmark or SendGrid integration for project alerts, meeting reminders, confirmations, and delivery status—using accessible, module-owned message templates.

Planned

Opt-in SMS notifications

Provider-neutral text alerts for time-sensitive civic updates, with explicit consent, simple opt-out, rate limiting, delivery status, and auditable activity history.

The modules

Five feature modules on one shared foundation

Each module is a standard WordPress plugin. Activate only what your agency needs — they share one design system, one audit log, and one constituent record.

  • clg-projects

    Projects

A public tracker for civic initiatives — road work, planning studies, capital projects. Residents follow progress; staff publish updates and alerts.

    • Nine front-end blocks, from filter bar to milestone timeline
    • Reusable phase templates for consistent communication
    • Double-opt-in email subscriptions with signed unsubscribe
  • clg-documents

    Documents

A public library for plans, budgets, ordinances, and minutes — versioned files with previews, thumbnails, and search that reads inside every file.

    • Public, staff-only, and restricted visibility tiers
    • Optional lead-gated downloads feeding the CRM
    • Per-document view and download analytics
  • clg-meetings

    Meetings

The complete public-meeting workflow: calendar, versioned agendas, merged packets, recordings, and notifications — built around open-meetings law.

    • Public-notice compliance checker per meeting type
    • One-click packet PDF with bookmarks and cover page
    • ICS feeds, reminders, and agenda-published alerts
  • clg-feedback

    Feedback

Collect public input with open comments, polls, sentiment scales, and suggestion boxes — then moderate, reply, and report from one inbox.

    • Four feedback tool types in one embeddable block
    • Moderation inbox with bulk actions and email replies
    • CSV and XLSX exports for reporting
  • clg-crm

    CRM

A constituent directory that builds itself: activity from every module lands on the right contact's timeline automatically, with consent flags respected everywhere.

    • Dynamic segments that update themselves from rules
    • CSV import with duplicate detection and merge
    • Per-contact export and audit history, privacy-request ready
  • clg-core + themes

    Platform foundation

Included with every install: the core infrastructure layer and the USWDS-inspired design-system theme pair that every module builds on.

    • Health-check API, WP-CLI toolkit, audit and erasure registries
    • Agency Settings, Modules, and Data Management admin screens
    • Customizer branding with built-in contrast checking
Accessibility

Enforced, not promised

Government websites serve everyone — so accessibility can't be a checkbox at the end of a project. Crumina Civic targets WCAG 2.2 on every screen from day one and puts the guardrails in the software itself.

What that means in practice

  • The brand color picker rejects combinations below 4.5:1 contrast — an agency cannot ship an inaccessible palette.
  • A high-contrast style variation ships with the public theme for residents who need it.
  • Forms, dialogs, and navigation use USWDS-pattern markup: visible focus rings, live status regions, described fields, and proper focus return.
  • Automated axe-core checks run in every end-to-end test, so regressions are caught before release.
Optional add-ons

Scale up when you're ready

The platform runs entirely on your own server out of the box. These drop-in providers are there when your agency outgrows local storage or native search.

Amazon S3 storage clg-storage-s3

Presigned, time-limited download links, optional KMS encryption, and support for S3-compatible providers like MinIO and DigitalOcean Spaces — with a built-in connection test.

Explore S3 storage

Google Drive storage clg-storage-gdrive

Guided setup for service-account or OAuth connections, chunked uploads for large files, and proxy-streamed downloads so visibility rules are always enforced.

Explore Google Drive storage

Meilisearch clg-search-meili

Fast typo-tolerant search with a civic synonym set out of the box ("ordinance" finds "law"), automatic fallback to native search, and nightly index reconciliation.
